Thanks for your help in promoting a community we can collectively enjoy. Please note, in 2024, the Town of Keystone has taken over administration and licensing of Short-Term Rentals (STR) for all units inside the Town of Keystone. All three ranch HOAs are inside the Town of Keystone. Here is an excerpt from the Town of Keystone email notification 2024-10-11:
ARCHITECTURAL CHANGES Any architectural changes you want to make to your parcel or home must go through the "Keystone Neighborhood Company - Design Review Board" and you must submit a formal request. This includes but is not limited to any changes to lighting, decks or roofs, adding or extending decks, adding any stand-alone structure, adding a hot tub, firepit or patio, and changes to driveways, including adding a pull-off space. |
PARKING Parking is only allowed inside an enclosed garage or on your designated, paved driveway easement. It is not allowed on non-easement HOA land (e.g. on the road-side, on the side of the driveway, or on open space). We need to avoid blocking emergency vehicles, stopping snow plowing, or mixing a car's hot catalytic converter with grass. A car fire could ruin your whole day... |
TRASH & RECYCLING
There is no HOA sponsored, curbside trash service. Each home owner is responsible for transferring their trash and recycling to the ranch-private trash/recycling area, the Summit County landfill, or other disposal locations. This trash/recycling area is private. Specifically, it is only shared with the other two Ranch HOAs. This area is located within the Ranch, about 1/5 mile north of the Keystone Ranch Restaurant, just off of Keystone Ranch Road (Google Maps Keystone Ranch Trash and Recycling site). The shared area has separate receptacles for glass, cardboard, general recyclables, and small compressible trash. This area is monitored by security cameras to prevent improper or illegal disposal. No trash or recycling may be stored outside the home except for temporary construction bins. For additional information about the shared trash/recycling, see Contacts->Property Management
Larger or Non-compressible trash and hazardous waste MUST NOT USE the ranch-private trash area. Each owner is responsible for transferring this material to the Summit County disposal sites (see Summit County Landfill and Recycling and Summit County Household Hazardous Waste).
There is no shared composting. You can get information about individual composting at the Summit County Composting site and the High Country Conservation Center Food Scrap Program.
Our wildlife (bears, moose, racoons, coyotes, deer, elk, birds, etc.) are attracted to a wide variety of trash. Please keep it well protected and out of reach. You really don't want to wake up to a rummaging bear in your home or car! Here's what happens when trash is not disposed properly at our shared, disposal/recycling area.
U.S. MAIL
We have cluster mailboxes at the Keystone Ranch, located 100 yards north of the Keystone Ranch restaurant on Keystone Ranch Road (Google Maps KWR Postal). Note, this facility is shared with all 3 Keystone Ranch homeowners associations (Keystone West Ranch, Keystone East Ranch and Keystone Ranch). To get your mailbox number and the key(s) to your individual, small (about 12" W x 3.5" H x 18" D) mailbox, please contact the previous property owner. If the previous owner is unavailable or you have lost your key(s), Basic Property Management (BPM) can help. Specifically, BPM keeps two keys to each individual's mailbox. Per BPM,
"Whoever needs them will need to come by our office with photo id., pick the keys up, make copies and return the originals."
Since the cluster mailboxes are not owned by the US Postal Service (USPS), they do not manage the individual, unit owner keys. But, to ensure delivery by USPS, you'll need to go to the local U.S. post office in Dillon, and fill out a form with a list of mail recipients. Bring proof of KWR property ownership and your identification.

MAIL PACKAGE DELIVERY In addition to the small, individual US Postal Service (USPS) boxes in our Keystone Ranch cluster, there are 11 medium and 11 larger shared parcel boxes (about 12" W x 10" H or 12" W x 13" H). When you have an item that doesn't fit in the smaller, individual mail boxes, the US Postal Service carrier will put your item into a shared parcel box and put the key inside your individual box. If the item won't fit in the bigger parcel mailbox, you'll get a note to pickup your item at the Dillon post office. FedEx and UPS will deliver packages to your front door. |
MAINTENANCE ITEMS
If you have maintenance items that need to be addressed on HOA-owned common area, you should contact Basic Property Management directly. You can find their contact information under the Contacts->Property Management tab of this website. Any maintenance items required on your unit, including driveway maintenance, roofing, electrical, heating or plumbing, is your responsibility to address with a contractor of your choice.
SNOW REMOVAL
We have a contract for snow removal on our roads with an independent company who is managed through our HOA Property Management company. For special requests, please see Contacts->Property Management. Snow removal on driveways, walkways, and owner property (such as porches, decks, and roofs) is the responsibility of the owner.
LANDSCAPING
The KWR-HOA maintains the natural landscaping of common areas and open space between each parcel. Each individual owner is responsible for the landscaping of their parcel. In order to maintain a natural, healthy ecosystem, the Board of Managers contracts with firms to mitigate fire, manage noxious weeds, remove dangerous trees, and perform general landscaping. There is no longer any summer-time slash pile pickup on the side of the road. Please do not place your trash or landscaping slash on the driveway or on the side of the road.
Some parcels have some owner created and maintained natural gardens and general landscaping that are on KWR-HOA owned land. Commonly, these gardens are in front of the owners home. These gardens are approved by the Board of Managers (aka the "KWR-HOA board"). They consist of native flowers, shrubs, and trees. No fencing is permitted... which means that you will be feeding the wildlife with your garden (aka wildlife "salad bar"). The moose will personally thank you! ;-)
CABLE TV & INTERNET
Each individual home owner has there own service. Comcast Xfinity service is commonly used for land-line service. Satellite service is also available, but dish placement can be challenging to avoid the tall trees that disrupt or degrade service.
MOOSE
It is common to see moose in The Ranch throughout the year. Our state has over 3,000! At times they seem docile, but they can be unpredictable, especially if it is a female with her young nearby. You should never approach them. Take your picture from afar! They can grow to over 1,000 pounds and can run 35 miles per hour... it is impossible to outrun a moose.
BEARS
We do have bears that frequent The Ranch, especially in the Spring and Fall months, but also through the summer. They typically roam at night. It is important that you not keep any food items in your car if it is parked outside, even if it is locked. A bear will remove a door or break a window to get at food, or even a ChapStick!
